I am thinking of upgrading part or parts for better VR performance .My question is what should I upgrade ? And what should i up grade to ? These are my present system specs:
Oculus Rift CV1
1080 Ti
I7 6700K
Z170 gaming 7 Motherboard.
32 gb memory

Only a GPU upgrade to a 2080ti will improve VR performance in your setup. Your CPU is fine for VR. I'm also running a GTX1080ti, but personally, I'm skipping the 2080ti, the increase in performance over the 1080ti isn't a large enough leap for VR gaming to justify the high price tag. I mention VR gaming specifically, as the high price tag is due to the new tensor and raytracing cores which have absolutely no relevance for VR at this time.

The HP Reverb does sound amazing with its high resolution, but running the numbers even a 2080ti is going to be brought to its knees big time in sim titles on this headset. This headset runs at more than double the resolution of the Rift CV1. The 2080ti is about 25-30% faster than the 1080ti. So there's quite a gap in the raw performance needed.

To be sure, wait for someone else to review it before taking the plunge.
