Greetings Kermit!

Many great choices available to accomplish what you want... Couple of things to be aware of when looking for a "cheap" wheel.  BTW, no problem going cheap, Ebay is a great place to find cheap knock-off and counterfeit wheels...
1. Make sure you find the right diameter for you. (I have broad shoulders and a small diameter wheel causes wrist pain on long races)...
2. Understand that many of these cheap wheels have (forward and backward) flex that you can feel but still can be fine for a sim but questionable in a real car...
3. Make sure that the "dish" is what you want... that is, a deep dish wheel will sit closer to you than a flat wheel would.
4. If you want more quality in your cheap wheel, check Amazon (they stray away from cheap imitations).
5. Another great place to look for a "real" but inexpensive wheel is to Google  "used racing parts"!

I was on the fence on what size I wanted when looking for a wheel. I’m currently doing more NASCAR racing so debated between a 320mm and a 350mm. In the end I went with the 350mm and l love it. Doesn’t feel too big ( it is the standard nascar size) And I can really feel when the rear starts to slide out, and can correct it.  I got mine on eBay, deep dish. 

As a side note, I just bought a 270mm also from eBay (mototech) for when I want to do some open wheel.
